How should I deal with people who smoke while walking?

When I happen to be waiting at a crosswalk with them, I try to make a face and act like I'm wondering where that cigarette smell is coming from, but
is there a better way?
At least if they smoke in one spot, I can avoid them with minimal discomfort, but
if they are walking in the same direction as me while smoking, it's a total disaster.
