Wouldn't it be better to allow the wealthy to be legally exempt from military service?

Wouldn't it be better to offer a one-time lump sum payment of 2 billion won for military exemption, or automatically exempt those who pay billions or tens of billions in taxes,
and then use that money to improve welfare for soldiers?
It seems like those who already have money and connections can find ways to avoid the military anyway;
for instance, it seems like all celebrities get exemptions through social service agents.
