The luxury foreign car with "fake license plates" driven by Moon Se-gwang
The starting point for the conspiracy theories surrounding the August 15th assassination attempt was the 1989 conscientious declaration by Lee Kun-woo, who was then the head of the forensic investigation unit at the Seoul Metropolitan Police.

The black sedan Moon Se-gwang arrived in, bearing the plate 'Seoul 2-Ba 1091', was a Ford 20M, a luxury car that an ordinary citizen could not even dream of owning. Inspector Lee called the vehicle registration office to ask who owned this vehicle.
However, the registration office replied, "That license plate number is not registered." To this, Inspector Lee re-inquired, saying, "What? If that license plate isn't registered, then... are you saying it's a fake plate? Please check one more time," but the result was the same.
Fact: While the Ford 20M was a luxury car, it was also used as a taxi. Since it was used as a taxi, it is not strange at all that Moon Se-gwang rode in a Ford 20M. One must ride a luxury car to act like a VIP, and although the Ford 20M was a taxi, it had no taxi markings.
