Whether mobile game suppliers distributed via App Store can obtain indirect export certification

In a structure where mobile games are distributed overseas through platforms like the App Store or Google Play, I am curious about the scope of obtaining indirect export certification.
I have seen many cases where a domestic game publisher handles localization, marketing, and operations for overseas markets, exports the mobile game through a platform, and receives an export performance certificate. However, many of these publishers do not develop the games themselves; instead, they enter into publishing contracts with separate game developers to supply the games.
In practice, can a game developer that develops and supplies a game to a publisher also obtain indirect export certification based on the publishing contract, original currency remittance records, and purchase confirmations?
Can this be viewed in the same way as a structure where an online cosmetics retailer sells B2C/B2B overseas and receives a direct export certificate, while the cosmetics OEM/ODM manufacturer that supplied the products to that retailer receives indirect export performance certification?
Are there any actual specific cases where indirect export certification was obtained this way? If so, I am also curious about the required documents.
