[MBL] Is it impossible for the league to stop the Dodgers-style player shopping?

‌While there is a luxury tax to some extent, I don't think wealthy owners would really care about it,
since the revenue generated from superstars will likely outweigh the luxury tax they have to pay anyway.
The NBA prevents "show me the money" behavior through penalties like stripping draft picks or banning player signings,
but is it impossible to stop this under the current MLB system?
I heard there are penalties like a +10 adjustment to draft pick order,
but I wonder if that's actually effective in baseball, where countless stars also emerge from the 2nd and 3rd rounds.
