The plan was to have a central landmark building 987 meters tall with 260 floors, surrounded by other buildings ranging from 80 to 100 stories.
Even more surprising, the entity that announced this plan wasn't the Seoul Metropolitan Government, but the Jung-gu District Office, a local municipality.
From the start, the plan itself violated legal height restrictions, and
even if we assume those laws were amended, the idea of building that right in front of Changdeokgung Palace and Jongmyo Shrine had zero realism to it.
Even if they had overcome all of this and actually built it, I can't even imagine how the traffic issues would be handled if something like that were located inside the Four Main Gates.
