Sapporo vs. Tokyo

I'm planning a trip to Japan for my vacation from Sept 2nd to 5th,
but I haven't booked my tickets yet. T_T
It's a family of four, and I heard Tokyo, Osaka, and Fukuoka
are going to be extremely hot, so I was thinking of going to Sapporo.
However, the flight prices are more than double, so
I'm hesitating. I feel like I'd rather spend that money on food. T_T
Is it worth paying over 350,000 KRW per person for Sapporo?
Or would it be better to go to Tokyo for around the high 100,000 KRW range? T_T
