All 371 usage records for the 1.8 billion won in subsidies omitted receipts and were processed via bank transfers.
In contrast, all 268 items totaling 1.7 billion won in the People Power Party Gyeonggi Provincial Party's accounting report included receipts.
They probably would have embezzled even with receipts, but what kind of people are these, pocketing 1.8 billion won for nothing, not even just 1 or 2 billion?
