Should export tax revenue be used to pay off national debt VS support domestic demand?

‌This seems like a truly difficult issue.
The answer is already clear in the bullpen (the sidelines). Why are we throwing money around???
However,
if we focus solely on reducing national debt through austerity measures,
what happens to the common people and small business owners?
Who told them to become commoners?
Who told them to sell chicken and alcohol?
I have no argument against that, but aren't we all fellow citizens?
The best approach would be to distribute money moderately while paying off debt moderately, but is that even possible?
It wouldn't even be noticeable, and we'd just end up getting criticized from all sides.
