I wonder what will happen once all the grounds for Yoo Seung-jun's lawsuit are exhausted.

They do not issue a visa refusal for the exact same reason twice.
If "Reason A" was the reason for refusal and the government loses the case,
they will refuse the visa again using a different pretext,
because the previous refusal is subject to res judicata and cannot be used again.
I am curious about what will happen after they have exhausted all possible grounds.
Oh, and Yoo Seung-jun is currently paying all the litigation costs due to losing cases..
