Nepal has a "golden hour," but I see they've decided not to accept foreign rescue teams?

It looks like they're just assuming everyone is dead and planning to focus on recovering bodies; Nepal is impressive in a different way.
By the way, we have missing citizens as well—are we supposed to leave their search to them?
