Visiting pubs in the UK and Germany

More than I expected,
most tables
just order drinks,
and there are almost no tables ordering snacks.
Even when they do, it's just simple things like potato chips, fries, or sausages..
Is it normal in Europe that you don't have to order food at a pub?
