Why should we have to accommodate the demands of criminals? By filing a civil complaint?

Do public officials face any actual disadvantages if a civil complaint is filed?
I wonder if the higher-ups nitpick over things like that..
Do we really have to work while walking on eggshells, even when someone who is clearly a psycho/mentally ill person files a report?
There are so many problems with the prison system, seriously.
Are they our superiors or something?
