"A 10.7 billion won feast without working"... Absurd 'God's Workplace' public enterprisesn.news.naver.comIt has been revealed that the Korea Rural Community Corporation and the Korea Agro-Fisheries & Food Trade Corporation (aT), both under the Ministry of Agriculture, Food and Rural Affairs, paid a total of 10.7 billion won in salaries and performance bonuses to employees who received commissioned training and did not perform actual duties over the past five years. The two agencies also spent 3 billion won on education costs.
On the 21st, according to data submitted by the Korea Rural Community Corporation and aT to Rep. Kang Seung-kyu of the People Power Party, a member of the Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee of the National Assembly, a total of 135 employees from the two agencies were dispatched for commissioned training between 2021 and 2025. This included 112 from the Korea Rural Community Corporation and 23 from aT; it was found that these individuals had no separate work performance while being dispatched to external educational institutions for training.
The wages paid to them reached 8.2 billion won. The Korea Rural Community Corporation paid 6.736 billion won, and aT paid 1.545 billion won, respectively. The amount paid out as performance bonuses also totaled 2.5 billion won for the two agencies combined.
Separate education costs were also incurred. The education expenses spent by the two agencies for the 135 commissioned trainees were approximately 3.3 billion won, averaging over 24 million won per person. When combining salaries, performance bonuses, and education costs, the total scale of related expenditures is around 14 billion won.
Rep. Kang pointed out that considering the financial situation of the two agencies, it is necessary to re-examine the standards for paying remuneration to commissioned trainees. The Korea Rural Community Corporation's debt ratio last year was 670%, up 176 percentage points from 494% in 2021, and aT's ratio also rose by 196 percentage points, from 623% to 819% during the same period.
In particular, he raised issues regarding the payment of performance bonuses to dispatched employees who did not perform actual work. He argued that, regardless of the necessity of the commissioned training itself, the current system of paying performance bonuses even during periods with no work performance must be inspected for appropriateness.
