Why the police didn't just brush the Jang Mi-ran case aside out of laziness

The police gave a false statement saying they had contacted Ms. Jang Mi-ran and that she requested not to be located.
If that were the case, they would clearly know they'd be in huge trouble if the boyfriend contacted them later...
Didn't the police already know she was dead? That she was in a situation where she couldn't be reached..
