In reality, they were being tormented like that.

That is how they tormented him. They were threatening a child who has a mental illness. Because he lost his composure, people asked, "Is he mentally ill?"
It was a continuous violation of human rights.
As this continued, the incident escalated. By forcing the child to seek treatment on their own, his sense of anger grew. The police were the ones who caused the mental illness, yet they didn't provide medical expenses and forced him to pay for it himself. That is why this is happening. If the police cause a child's mental illness and then say they won't take responsibility, of course, the incident will escalate.
