How can they handle affairs this poorly?

split into the Prosecution Office + the Serious Crime Investigation Office..
Minister of Justice - Vacant
Prosecutor General - Vacant (Acting for the Acting)
Head of Prosecution Office - Vacant
Head of Serious Crime Investigation Office - Vacant
Does it make any sense to start everything with all these vacancies?
