The Student Human Rights Ordinance still hasn't been abolished
Seoul: Although the City Council passed a resolution to abolish it, the Seoul Metropolitan Office of Education filed for an injunction to suspend its effect and a lawsuit to confirm its invalidity, and is currently awaiting a final decision from the Supreme Court. Subsequently, as the motion for reconsideration was rejected at the City Council's plenary session in August 2026, the ordinance remains in effect.
Chungnam: After the abolition motion passed the Provincial Council, it became the first in the country to have an abolition ordinance resolved following a request for reconsideration by the Office of Education and a subsequent re-vote; however, legal disputes continue as the court's application for a stay of execution was granted.
Gyeonggi, Jeonbuk, Gwangju, etc.: Abolition motions have been submitted or discussed, but the ordinances are being maintained or amended through council rejections or the promotion of alternative ordinances (such as the Ordinance on the Rights and Responsibilities of School Members, etc.).
Even when teachers are assaulted or commit suicide,
nothing changes.
