In the West, things like this are viewed as an issue with the manager's leadership. They say the people in charge lack competence.
In Korea, there is a slave mentality that you must simply follow someone just because they are older and hold a position. Because of this, people can't tell the difference between good and bad and just blindly follow whatever an older person tells them to do, lol.
