The cause of the decline of South Korean Judo at Yongin University?

If someone asks me who the best judoka in South Korea is, I would unconditionally name Jeon Ki-young. In the past, there were university judo teams at Kyonggi University, Hanyang University, Dong-A University, and so on. At the peak, there was Yongin University, the powerhouse of all judo.
Then, gradually, Yongin University swept up all the judo-related organizations and everything else in South Korea...
I think that was when it started. When South Korea began losing its Olympic gold medals.......
Dictatorship leads to ruin.
Monopolies cause many evils.
Will there ever be a bright future for South Korean judo??
