Discharge after personal bankruptcy—isn't this a bit wrong?

To be honest, it feels like there are so many people around who just fail their businesses half-heartedly and then get a discharge through personal bankruptcy.
A high school classmate of mine recently said they applied for bankruptcy after ruining their shop.
But the funny thing is, they were talking as if they'd be traveling abroad frequently with their wife's support, resting for a few years, and then making a comeback...
I thought, "Something's not right here."
Isn't this ridiculous? Does that make people who work hard to pay back their debts like a slow-and-steady turtle the fools?
I'm wondering if there is something I am missing here.
