Busan is a tourism mecca, and it would look great if the Honam region built semiconductor complexes.

If we relocated some public institutions and financial institutions to the Honam region,
and strengthened regional flagship universities in each area..
If people could live a decent life in those regions without feeling forced to insist on living in Seoul or moving to the capital, many would choose that.
I don't think it's a bad idea.
