Can I sit in any seat on the KTX?

I booked a seat because the one next to me was empty so I could travel comfortably,
but then some guy sat there.
The attendant checked the tickets
and glanced at it, and it was a completely different carriage,
but they just left it alone.
Ugh, so annoying...
