Can elementary school students not move out of the way on the street?

I've felt this since I was in middle school on my way to school,
but there are so many elementary school students who aren't careful when walking on the street.
It feels like I'm the one who has to avoid them and always step aside.
I remember that when I was an elementary school student, I tried to yield and avoid others as much as possible.
