特別送状（特使受領証）には第25条と第14条f項のどちらが適用されますか？

Article 25 applies where the receipt evidences carriage of the goods themselves. Where the receipt merely evidences the dispatch of documents, it is examined under the general document rules in Article 14(f) instead.
