Are Shine Muscat grapes usually bad when bought at Emart?

When I buy Shine Muscat grapes at Emart,
there are always seeds.
The whole point of Shine Muscat is that you can eat the skin,
but the ones I bought from Emart often have seeds
and the skin leaves a residue in my mouth.
I wouldn't say anything if it were just one location, but it was the same at two different branches.
I feel like the local neighborhood mart is actually better.
