It has been identified that the United States delivered a written position to exclude the South Korean National Intelligence Service (NIS) from a trilateral working-level meeting held in Washington last June. It is highly unusual for the U.S. to refuse the participation of an allied intelligence agency's meeting and to communicate this via a formal document rather than verbally. As allegations regarding the NIS's involvement in the so-called "Coupang suppression" were surfacing in the U.S. at the time, some interpret this as a measure reflecting U.S. dissatisfaction.
