Don't be fooled by the crime arrest rate

It's true that Korea has many CCTVs and petty crimes have really decreased.
Also, for violent crimes, they analyze the CCTV footage,
so there are almost no cases where they fail to make an arrest.
But I realized the truth when I called the police for an assault dispute on the street.
Since there were no visible marks of violence on my face, even though it was a one-sided assault,
the police wouldn't catch the perpetrator. As they were slowly following him,
the culprit just hopped in a taxi and drove away.
It was only after I posted a complaint on the National Police Agency website that they finally contacted me.
I understand their position; the police don't want to be sued
for making an arrest based solely on my one-sided claims.
But because of this, the police's ability to respond
at the actual moment an incident occurs is significantly diminished.
I recall similar situations being frequently discussed in the news recently.
I always tell my friends:
What's the point of catching the culprit
after your wife or child has already been harmed?
The best thing is to live cautiously
to avoid encountering such incidents as much as possible.

what use is a high arrest rate?
