One of the arguments used to defend Ronaldo is that they are holding him back from retiring, but isn't retirement ultimately a personal decision?

I agree that the Portuguese Football Federation is trash, but isn't the reason he hasn't retired simply because he has no intention of doing so? I don't understand why people say he hasn't retired because of someone else. Is retirement something you do while worrying about what others think?
