If I buy a YouTube channel, do the existing restrictions go away...?

Hello..
I heard that it is possible to buy a YouTube channel with many subscribers from its owner.
They say that the Gmail ID used for logging in is completely changed to the buyer's, so the previous owner can no longer log in @@
However, even if the YouTube channel itself hasn't been sanctioned, the previous owner might have received sanctions such as having other channels deleted.
If the owner changes, do those restrictions disappear as well..?
Or would I be buying a channel where the existing restrictions remain intact...?
