Biker gangs still exist these days

I'm in Cheongna, Incheon, and for the last 30 minutes, there's been incredibly loud music and sirens blaring. I looked out and saw about 10 motorcycles and a police car all driving around with sirens on.
What is going on at this hour;; It's completely waking me up.
