Questions about "The Assassins"

I am planning to watch the movie, but I am so curious that I am asking in advance.
The director explained that the events occurred during internal power struggles within the KCIA, independent of Park Chung-hee, and I have seen several comments agreeing with that.
If so, are there parts in the movie where Park Chung-hee is depicted as a victim or a puppet president?
Or does the film provide other convincing supporting details?
In other words, I am curious whether the movie portrays a situation where Park Chung-hee was not involved at all, his wife was killed due to his subordinates' power struggles, and even though the incident was covered up, he had no choice but to overlook it.
