Prohibit military service exemptions only for events with more than a certain number of participants. Instead, offer monetary rewards or something similar.
If you think about it, the controversies regarding military exemptions always stem from team sports.
Due to the nature of team sports, there will inevitably be "free riders" who just ride the coattails of others, and I believe this is where the fairness controversy arises.
Every time the Asian Games are held, baseball and soccer get about 20 exemptions each, so it feels like they are being given too much.
I saw that for this Asian Games, there are 39 gold medals, and about 70 people in total will receive exemptions.
Out of those, 44 people come from just three sports: 16 in baseball, 20 in soccer, and 8 in basketball.
That is much more than all the other sports combined.
In individual sports, exemptions only apply to athletes who have clearly demonstrated their personal ability, so it doesn't feel like they are getting a free ride; being the best in Asia can be seen as a legitimate achievement.
However, with soccer, baseball, and basketball, it always feels like the already successful athletes are being showered with even more benefits, which is why it always sparks controversy.
