Asia's number one—why has Japan, which once competed with the US for the top spot, fallen so far?

It goes beyond being gloomy; they've just hosted the Asian Games in a state of zero preparation.
It's quite bitter to see a country I once admired falling apart like that.
I wonder if there are just more thieves draining the national budget, similar to Korea;;
