This Serious Crime Investigation Agency is a complete mess, isn't it?

‌
They called it the Korean version of the FBI,
but looking at the photos of their facilities, it's a joke.
Looking at the office space... it's worse than a police investigation room;
it looks exactly like a computer lab in a private high school... Are they really conducting investigations in a place like that?
On top of that, they don't even have their own agency building,
so they're renting a private building... Security concerns are a given.
Since they don't have an internal information network,
there are concerns that investigations will have to be done manually. They might even be receiving civil complaints on paper.
What kind of country operates like this?
I think I see why most prosecutors rejected the Serious Crime Investigation Agency.
It's actually the prosecutors at the Prosecution Service who are the smart ones.
