Looks like the police chief was acting out of line at the division commander's inauguration ceremony

It seems like the police superintendent wanted to appear on the same level as the division commander.
He probably acted all high and mighty toward the division commander's friend.
I suspect the division commander's friend is a member of the National Assembly who is a retired colonel.
