The real reason why the higher-ups viewed the Busan incident with such resentment

It is true that the current administration views this Busan incident with resentment. In other words, they still do not understand this person's emotions.
However, it is also true that the higher-ups told him to do whatever he wanted, whether to blow the whistle or not. But he suddenly gave up everything and chose the parents of the woman he met.
