Isn't the government going to create something like performance bonus guidelines??

All companies are currently preparing for strikes regarding performance bonuses.
Is the government just sitting idly by and telling everyone to handle it themselves??
The Yellow Envelope Law is favorable to subcontractors, so that's not the reason
they can't stop this now.
