Do Chinese restaurants use fresh noodles?

I had Jjamppong today, and while the noodles felt bouncy when I touched them, they were crumbly when I ate them and had a very strong flour taste. It felt like eating undercooked Nongshim Saengsaeng Udon? I came back here because I liked it before, but this is the first time in my life I've ever encountered noodles like this at a Chinese restaurant lol
