Shin Higuchi is 24 years old; would he still be picked in the NPB Draft?

I believe there have been cases where players with professional-level skills stayed with industrial leagues to re-enter the draft multiple times just to join the Yomiuri Giants, but that usually only goes up to their early 20s.
Do they ever pick amateur baseball players in their mid-20s (born in '02, 24 years old) like Shin Higuchi in the draft?
