He said even rookie prosecutors need to learn while investigating, and it takes about 5 years to become proficient. If you let rookie prosecutors investigate, they don't do well. (If even legal professionals/prosecutors are like this... then what about police investigators...)
That person, whether it's candidate Kim Ji-yong or whoever, is not someone who has conducted many investigations.
Prosecutors I know who have been to the CIO (presumably to be investigated or something similar) are dumbfounded and speechless at how they conduct investigations.

Prosecutor Park Sang-yong also seemed skeptical about the Central Investigation Agency. He seems to view it as being unable to guarantee specialized investigative capabilities...
