I should get an apology for this, right?

A package arrived, and even though the status said "delivery complete," it wasn't in front of my door.
But when I looked at my neighbor's place, I saw a package just sitting there, completely torn to shreds.
The contents were fine, so I just took it... but I feel really uneasy about it.
They were just staring blankly this morning without saying a word, but it seems like they are aware of what happened.
Shouldn't they apologize for tearing open my package? ㅡㅡ
