I watched "The Assassins," but what exactly is the controversy? (Mild spoilers?)

Since it seemed to be quite controversial, I thought it might be something like "Did Park Chung-hee order the assassination of Yuk Young-soo?" or "Did it glorify Moon Se-kwang?" But after actually watching it, rather than feeling that Park Chung-hee directly ordered it or condoned it, I felt more like... after the Kim Dae-jung kidnapping incident, the powerful figures in the KCIA carried out an operation using Moon Se-kwang as bait due to their relationship with Japan...
Regarding Yuk Young-soo's death, instead of it being an intentional assassination, it looked more like an accident that occurred because the operation was clumsy...
