Why does it seem like there are so many children in new developments?

I recently moved into a newly built apartment.
But what's interesting is that there seem to be so many children around.
Why is that?
Since the prices are high, are young couples just wealthy?
Or is it because there are many rental/lease units..
Or perhaps the facilities are so good that many people come here to play..
What are your thoughts?
