I have a friend who got accepted to Kyungsung University

After the CSAT, a friend of mine applied to and was accepted by Kyungsung University. They told a friend who got into Dong-A University—someone they used to hang out with—that they "wish they had gone to Dong-A University" instead.
If that's the case, they should have just applied to Dong-A University instead of volunteering for Kyungsung University in the first place.
Why would someone say something like that to a friend who got into Dong-A University after they've already been accepted to Kyungsung University??
