Europe, the US, and Japan have good infrastructure for the disabled, but don't they also not consider helping to be an obligation?

Watching Park We's channel, I see them demonizing Koreans for not helping.
I understand that even in Europe, the US, and Japan, the infrastructure for the disabled is better than ours, but they don't necessarily view helping as an obligation.
Aren't there also quite a lot of people there who don't help?
