Is there nothing to see in Sapporo if I go in October?

I'm looking into it because I don't necessarily need to see snow, and I think it might be even better if the weather is nice. Flights in October are under 300,000 won.
What do you think?? Also, I'm wondering if it's worth going to Biei if it's not snowing... I'm thinking of a route like Sapporo-Otaru-Jozankei-Sapporo.
