The phrase "prosecutor who investigates" makes me furious every time I see it

Is a prosecutor someone who can't even indict?
Fuck, if you're going to be a prosecutor who can't even indict, why even be a prosecutor?
They are seriously playing word games.
It makes me so angry that a guy like this became president from the Democratic Party.
He scammed us with his campaign promises.
If he wrote books based on all the criticism he's faced regarding prosecution reform,
he'd have several volumes.
He's twisting his own words like that to scam the people.
