Will our traffic culture ever improve?

There are so many vehicles these days that don't even use their turn signals.
With speeding, reckless driving, drunk driving, motorcycles riding on sidewalks, and general disregard for laws—treating pedestrians like they don't matter or believing that whoever shouts loudest in a dispute wins—I don't think we are in a position to criticize China's traffic culture.
It feels like we've reached a breaking point; is it really that difficult to strengthen legal regulations?
