Looking at the controversy surrounding the Yeosu Island Expo, even the civil servants are hopeless

Between the Mayor of Yeosu and the civil servants, I don't know what they were looking at regarding overseas travel, but it feels like most departments went on a world tour; they say they've been everywhere except Africa and Russia lol
I heard there are protests because construction payments haven't been settled, and it seems like local residents are suffering too. It looks like a total mess.
